TSOA represents State Safety Oversight agency professionals in advancing
effective oversight of rail transit safety programs
The Transit Safety Oversight Association (TSOA) is a national association developed to serve professionals in the transit safety oversight field. TSOA, a nonprofit organization established on April 20, 2022, will be funded and operated by its members and governing board in accordance with the governing Bylaws. States with rail transit systems have been responsible for carrying out state safety oversight (SSO) guidelines created in 1997 under 49 C.F.R. Part 659. State programs have since transitioned to comply with the updated requirements of 49 C.F.R. Part 674 under Moving Ahead for Progress in the 21st Century (MAP-21) as of 2018. TSOA aims to be a strong and expert voice representing safety and oversight professionals nationwide.

• Policy and Communication
- Speak with a collective voice
- Build strong relationship with FTA
- Work with TRACs
- Hold annual membership meetings
- Foster close working relationships among SSO agencies
- Focus on effective and efficient communication with productive results
- Provide review and commentary on proposed legislation and regulations affecting transit safety
and oversight
• Education and Training
- Help SSO agencies with onboarding new employees
- Work with peers on challenging issues
- Provide technical assistance to members in developing plans, policies, and procedures
- Assess SSO programs and policies
- Information sharing on SSO program management
• Budget and Events
- Develop meetings, workshops, trainings, and other events that encourage innovative and effective
solutions
- Monitor and analyze industry trends
